[Summit] Hope St Constrc Problm- help needed

The situate reservoir is at 106% of capacity -
http://70.167.99.137:8080/scituateData.jsp.  The population of the state
has spread out from the urban core so even though we've added
many suburbs to the situate system, it is really more than we need.
 Droughts this spring had more effect on fire danger, dust levels and
suburban water supplies that depend on wells than on our reserves in the
city.  Hose away if it helps.
