[Summit] Tot Lot -- Dog park

Parents have never claimed to "own" this park, it has, simply by virtue of
its proximity and child-centered activity apparatuses, become a focal point
for them to bring their children. And the toys are not "filthy", they are
just heavily used, as toys should be. An easy distinction to miss unless
you visit regularly.

Lastly, I don't recall any consensus by parents that using part of the
space for a garden was a bad idea. I, for one parent, am for it.

I hadn't realized that there was no dog park in the neighborhood; clearly
this is something to bring up with the SNA. On a separate thread.
