[Summit] Sidewalk bump-outs

The bump outs may prevent *cars* from parking there, but that is no help if
people pile up a car's worth of visual obstacles like: bushy vegetation,
sign boards or cafe tables- in our line of vision.  The statewide statutes
have not caught up with this.
