[Summit] Black Out AGAIN.

I went there *later*, about 1 1/2 hours in, when Hope and some other
sections were back on...and they did not know why the rest would not come
back on.... or how long it would be.
I could see in the door and workers were pointing to a few gages &
Last time I went there after an hour plus, at least, and they admitted that
a relay was bad. Power should have automatically switched in from
elsewhere, originally, and certainly by the time I was there, to feed from
another section. They replaced the relay that time. But apparently it
still did not work last night.
The system is supposed to cope with most interuptions, but is not doing
that so well, especially for 6th & 4th Streets and a few others...
We had no branches down.
That is different.
