[Summit] Street paving

Dean,

What does "stubs from NMS to Colonial . . ." mean? I have lived on Edgehill
for 20+ years and there has been a pot hole in front of my house for the
entire time. Sometimes it gets filled in, but never really repaired and
then it soon returns.
