[Summit] Early Trash Pickup

As the parent of a youngster, I empathize with parents of infants/toddlers;
it's hard enough getting sleep!

I view this on par with construction work: noise ordinances prohibit
construction that early in the morning, so why not other [noisy] city
services? Hmm.
