[Summit] Early Trash Pickup

Just to be clear, the trash and recycling companies are private and have a
contract with the city which specifies when they can begin pick up. It is
not 4:30 a.m. We are on a corner and hear the trucks repeatedly going up
and down the streets. As a tax payer (whose payments are going up more than
$100/month), I think the city contractors should be required to adhere to
their contracts.
