[Summit] Early Garbage Pick-up

I think it is important to find out about the ordinances and schedules for garbage and recycling and work from there. That said, I find some of the SNA complaints about garbage collection cringe-worthy. I work with children and families from other parts of our city and what they put up with on a daily basis is infinitely more offensive/disruptive than an early,  once- a - week garbage pick up. 
I wonder if, in order to allow our babies in Summit to sleep without interruption, other children will be abruptly awakened even earlier? SOMEONE somewhere in the city is going to be inconvenienced by the garbage pick up. If we want to improve the situation for our side of town, are we willing to improve the situation for all neighborhoods? How can we work on this as one city?

I kinda get why DPW doesn't respond to 02906 sometimes.
