[Summit] Parking Meters on HOPE STREET

I'm mostly just hoping that having meters installed would mean we'd get an
officer wandering around like Wayland Square has, ticketing the dozens of
people daily who think it's totally cool to park on the wrong side of the
street, or up on the sidewalk, or in front of bump-outs, or blocking
crosswalks, or in front of yellow lines and hydrants, simply because it's
slightly more convenient for them than finding an actual parking space when
they want to run into Seven Stars or Bank of America.
