You said that there is “a weakness in this district/neighborhood when it comes to electing honest people”.  I was hoping that you would tell us what you think it is. You gave some reasonable explanations for why corrupt officials might get reelected, but none of it was specific to this neighborhood, so I still don’t see the “weakness” you mention.
