[Summit] Halloween

I've not heard of any substitute day for trick-and-treating,  Also, RIers
tend to ignore what governments and community leaders might decide to
change about "the way we've always done things," so mostly the leaders
never try to.  In short, I'm expecting trick-and-treaters on Monday night.
