[Summit] Plows Block Street Corners

It is exceedingly dangerous and when corners are blocked people in the
street.  It would be good if the folks on the corners cut through the piles.

Yes, it bothers me a lot.  Crossing 4th at Hope today, i saw it would be
dangerous for me to use the ³footholes² through the pile, so i walked down
to the first driveway and crossed there.
