[Summit] Property tax proposals

Hi neighbors,

You may have read that it appears the City Council leadership's
controversial tax proposal is off the table for this year (though
disagreement between the Council and the mayor on the city budget goes on).
We've updated our page with a couple additional articles so folks can track
