[Summit] Um, are the Summit signs legal?

I’m not an expert at all, but have always been warned away from hanging signs on utility poles because “it’s illegal”. 

If it’s not illegal, then why are these small signs being hung far, far above people’s heads? They are even too high up for an SUV driver to see. I’m not getting the point.
