[Summit] Couch and bulky item pickup

I called Waste Management and found out that there is a pick up fee for
bulky items. For mattresses it is about $28. You can drop them off for free
at two places in the state and you can find that information online at the
DPW website. Waste Management will likely charge even more for a couch.
