Hi Mark:

Noisy dogs left outdoors can absolutely destroy your peace of mind.  
I've been there.  (And I am a dog-lover and own one dog. We purposely  
did not fence our yard so that we'd be forced to walk the dog 2-3  
times per day... for our own exercise! So our mutt is never left  
outdoors to bark.)

Here is the pertinent city ordinance:

Sec. 4-37.1. Maximum number of dogs allowed.
No owner or occupant of any dwelling house shall keep or permit to be  
kept more than three (3) dogs in any part of any dwelling house  
except if said owner or occupant complies with Section 4-13-10 of the  
Rhode Island General Laws, 1956, as amended.
(Ord. 1977, ch. 77-25, § 1, 6-8-77)

Call the police and state your complaint. Try to call when all four  
dogs are outside so the police can see what you're referring to. Have  
them pull up in front of your house and walk to the back yard with  
you so they can hear the barking.

I wish you good luck. This often ends up being a divisive issue among  
neighbors. IMO, it is *always* the dog-owner's responsibility to  
ensure that his/her pets are not disturbing the neighborhood.
