Allan,

Do you know the funding source and amounts? 

It seems to me that it would be more beneficial and inclusive to have broad discussions prior to installations of "public art" especially when a functional purpose is involved, the visibility is very public, and the installation is permanent.

I realize that art is subjective and may not be best subject to public consensus but at least the art arbitration process should be transparent.
