Jim,
I think the funding comes from the Federal public transport improvement $,
via RIPTA. But I'm unsure, that is a question for them or you could maybe
find out more by posting at GC:PVD (http://gcpvd.org) if you wanted a
broader discussion.
A public input or jurying process on public art might be interesting and
worth suggesting. I know they've been done for specific projects like the
new pedestrian bridge downtown that is part of the 195 redevelopment.
Shawn, wheelchair ramps and fire alarms are ADA and fire code required under
state and federal regulation, so I'll take your question as rhetorical. Bus
shelters are not (though when they exist, they might be required to be ADA
compliant).
