[Summit] Projo: Brown plans to knock down 7 College Hill buildings for new parking lot

Attached is a link to the Providence Planning Department's Study on Thayer Street.  Page 66 speaks to solutions that address parking, and demolishing housing to create a parking lot is not on the list.

So the buildings that Brown is charged with maintaining are to be raised
because the entity charged with maintaining them--Brown--allowed them to
become dilapidated.

What's wrong with this picture.
