Yes, I meant the City Plan Commission, and, yes, the comprehensive plan and Thayer Street Planning Study discourage the creation of surface lots. Unfortunately, it appears that these documents are not worth the paper they're printed on.

By "city" do you mean the City Plan Commission? Providence's
Comprehensive Plan contains strong language discouraging the creation of
new surface parking lots and encouraging the redevelopment of existing
ones. Adding surface parking to Thayer St is directly in opposition
to the city's planning goals.
