[Summit] Parking Meters on Hope

Let me broaden the discussion a bit.

Why should some commercial districts in the city not have meters while
others do? If meters are a burden should the city play favorites and favor
hope street over downtown?

The lots charging for parking is proof that there is value in the resource.
Why is the city obligated to give it away to private individuals vs.
funding the city?
