[Summit] Car break in today at Hope and 11th Street

I had the unfortunate luck of witnessing a break in (a smash and grab) of a
car parked on 11th Street near the corner of Hope today (Sunday) around
4pm. The thief was brazen. Dozens of people were in plain sight just across
the street at Lippitt Park, although only I saw what happened. I was only
about 50 feet away.

I called 9-11, and while still on the phone with the police, I followed the
perpetrator at safe distance as he got on his bike and biked up 11th and
turned left on Top Street. Then he went down my street (10th), ditched the
bike in a driveway or backyard, fled (slowly) on foot down 10th. When he
saw me following him, (a this point I was still on the phone with the
police dispatcher), he turned around and got back on his bike and went up
10th and turned left on Summit. I followed him. That's when I lost him, and
shortly thereafter  the police showed up and told them what I knew. Later,
I was able to connect with the car owner and learned he stole her smart
phone.

The perpetrator was male, Caucasian or Asian, medium built and height,
wearing a black Red Sox baseball cap, dark shades and a black jacket or
trench coat, and was riding a blue/purple bicycle. He was also either drunk
or high, because he fell off the bike a couple times as he escaped on the
bike. He also injured himself from diving into the car; there was blood on
some of the items he discarded and he had cuts on his face. I'm kicking
myself that I didn't have the presence of mind to snap his photo.

At this hour, it's unclear if they caught him, but the police have my info.
In the meantime, be on the lookout for anyone matching that description,
and call 911 if you see anyone suspicious.
