Oh wow, yes I saw him too, crashed into someone's bushes after he cut off my car while I was turning left from 10th onto Top Street. I thought maybe he was trying to do tricks. My description of him would be a thin man resembling Pharrell Williams maybe mid-20s.

Dozens of people were in plain sight just across the street at Lippitt Park, although only I saw what happened. I was only about 50 feet away.

Then he went down my street (10th), ditched the bike in a driveway or backyard, fled (slowly) on foot down 10th. When he saw me following him, (a this point I was still on the phone with the police dispatcher), he turned around and got back on his bike and went up 10th and turned left on Summit. I followed him. That's when I lost him, and shortly thereafter the police showed up and told them what I knew. Later, I was able to connect with the car owner and learned he stole her smart phone.

He was also either drunk or high, because he fell off the bike a couple times as he escaped on the bike. He also injured himself from diving into the car; there was blood on some of the items he discarded and he had cuts on his face. I'm kicking myself that I didn't have the presence of mind to snap his photo.
