Feeling strong and neighborly? The Snow Brigade helps elderly and disabled neighbors who have difficulty clearing their walks and driveways, and who cannot easily pay for a service. Shovelers work in teams, trading off two-week shifts so that nobody has to commit for the entire winter. Right now, we are specifically looking for volunteers who can shovel near 6TH STREET AND BAYARD STREET. However, we welcome any and all volunteers, as well as requests from neighbors in need of assistance! If you're able to help or know somebody who could use a hand, please email us at SNAsnow at gmail.com. Coronavirus Vaccines Available for the Over 75... 
Doses will be distributed by municipalities in a regional cohort model to the most vulnerable residents ages 75+ in collaboration with neighborhood healthcare and senior service providers.  At this time, there are limited vaccine clinic appointments available. As the city receives additional doses for our residents and schedules more vaccine clinics over the coming weeks, city staff will contact residents who have filled out this form. Residents will be contacted individually.

The Boston Globe's Rhode Map reported:
Rhode Island was up to 113,754 confirmed coronavirus cases on Thursday, after adding 618 new cases. The most-recent overall daily test-positive rate was 3.3 percent, and the first-time positive rate was 18.1 percent. The state announced nine more deaths, bringing the total to 2,144. There were 335 people in the hospital, and 64,435 residents had received the first dose of the vaccine.

The Future of the Former St. Joseph's Hospital 
On January 19 City Plan Council approved a plan to rezone the property and sent it onto City Council for a public meeting to be scheduled with the Ordinance Committee. The tentative date is scheduled for Wednesday, February 24th at 5:30 pm.

The future reuse of 21 Peace Street (the former St. Joseph’s Hospital building) is very much on our minds.
Paolino Properties is donating the front part of the building and part of the land surrounding it to the City for use as a dual-language K-8 school. 
A zoning change from I (Institutional) to C-2 which would allow heavy commercial use is being questioned by neighbors. A school could also be permitted in an R (residential) zone. The few lots on the map (north side of Whitmarsh) will not be in the C2 zone but will become R2. Some restrictions were added to the plan including no group facilities, liquor stores or drug treatment facilities. 
While most neighbors seem to approve of the proposed school, many question the necessity of the C2 zoning extending into the neighborhood and bordering an historic district. There is also concern about traffic, density and the future of Peace and Plenty Community Garden. 
Many neighbors wrote letters and spoke at the Jan 19 CPC meeting.

Here's a map of the rezoning proposal. The zoning proposal is to change more than 30 lots from I-1 (healthcare institutional) to C-2, a general commercial district. (Schools are permitted in both residential and commercial zones, as well as a specific educational zone, but not the current I-1 zone.)

Homestead Recertification Application deadline has been extended to February 12...
In order to continue to qualify for the homestead certification grants which results in a reduction in taxes, homeowners must recertify. 
Deadline: Friday, February 12. 
For the first time, residents can file a streamlined application online or apply in person in the City Assessor’s Office, Room 208 of Providence City Hall. Residents can also download a copy of the application online or request a paper application be mailed to them for completion.  
If you need, you can go to the Assessor's Office in City hall. They are most helpful.

VOTE!!!! Special Statewide Bond Referenda Election - March 2, 2021 

On March 2nd, voters will have the opportunity to vote on $400 million in bonds for education, affordable housing, green infrastructure, transportation, and other initiatives. Most of these bond items (e.g. question 2-question 6) will have positive, important, and direct impacts on our Ward so I encourage you to look into them and vote accordingly. 
Here's the information, FYI: 
• Question 1: $107 million for higher education projects at three state colleges such as a fine arts center at URI, Clarke Science Building at RIC, and renovations at all four CCRI campuses 
• Question 2: $74 million for green initiatives such as the I-195 land park, parks, clean water, the Woonasquatucket greenway project, and Providence river dredging, state beaches, campgrounds, 
• Question 3: $65 million for affordable housing development 
• Question 4: $72 million for transportation infrastructure which would match federal funds for ports, highways, roads, and bridges 
• Question 5: $15 million for early childhood education capital fund and facilities  
• Question 6: $7 million for arts and culture including the Trinity Repertory Company, The Rhode Island Philharmonic,  Rhode Island State Council on the Arts grant program
• Question 7: $60 million for Quonset to develop the Port of Davisville

DESIGNxRI Announce Fifth Providence Design Catalyst Program Cycle

Mayor Jorge O. Elorza today joined DESIGNxRI Executive Director Lisa Carnevale, CIC Providence General Manager Rebecca Webber and past grantee recipients Urvi Sharma and Manan Narang, co-founders of INDO-, to announce the launch of Providence Design Catalyst. The 2021 program will provide qualifying Providence-based design businesses with $185,000 in grant funding capital in amounts between $10,000 – $15,000 in addition to business mentorship and professional development training to catalyze business growth.

Providence Design Catalyst is a competitive grant program that provides seed capital, business mentorship, professional development training, and peer-to-peer networking to help design businesses reach their growth goals. Combining the global expertise of teachers, dedicated support from business mentors, and financial investment based on milestones and achievements, the Providence Design Catalyst program creates vital momentum for sustained business growth. The program is run by DESIGNxRI, an economic development nonprofit for the RI design sector, based in Providence.

The Providence Design Catalyst is funded by the City of Providence through the Federal Community Development Block Grant (CDBG) program. Partners and steering committee members include Bethany Costello with RI School of Design, Aidan Petrie with New England Medical Innovation Center, and Susan Mocarski from Cleverhood. What is the LEAP Mentor Program?
The LEAP (Leadership Equity Accelerated Pathway) Initiative’s mission is to train and support young adults through their academic and early careers by providing well-informed programs and services that strengthen their skills and support the many complex challenges they face. The LEAP Initiative Mentor Program is the first step of this transformative and multi-layered initiative focused on developing a sustainable generation of diverse, empowered, and well-informed individuals. The program will take place over the course of 6 months, starting in March 2021 through September 2021. Pairs will meet for at least 1 hour a month and take part in mentor program meet-ups, educational workshops, and have access to executive career & business coaching.Mentors will be matched with college through early career aged mentees. Mentor and Mentee pairs will work together solving attainable goals, resolving challenges and removing barriers with the support of IEED and RIBBA.  |

This is a BIG week for climate justice, with two important ordinances heading to the City Council on Thursday, and the City Plan Commission reviewing updates to the Comprehensive Plan last night.

🏢 💡 The Building Energy Reporting Ordinance (BERO) requires that large buildings in the City report their annual energy use to reduce greenhouse gas emissions. Buildings account for over 70% of Providence’s greenhouse gas emissions and BERO is critical to reducing emissions from this sector.
 |

📣🚧 A second sustainability ordinance will add two new environmental justice seats and two new youth seats to the Environmental Sustainability Task Force, which will be renamed the Sustainability Commission. The policy also solidifies the Office of Sustainability’s role in ensuring that the City’s Capital Improvement Plan investments are in line with Providence’s climate and sustainability goals.

🏗🌍 Finally, updates to the sustainability section of the Comprehensive Plan, the guiding document for development in the city, are under review by the City Plan Commission. This update will help ensure that future development is in line with the Climate Justice Plan.

Following the release of two studies this month, the State of Rhode Island is moving forward on several climate change fronts. The Road to 100% Renewable Energy report is now available as is the Clean Transportation and Mobility Innovation Report. These plans create a roadmap for Rhode Island as we work towards our carbon reduction goals. Rhode Island has also joined the Transportation Climate Initiative Program along with Massachusetts, Connecticut, and the District of Columbia.

This month, Mayor Jorge O. Elorza announced that the City will offer free, two-hour parking in designated commercial districts in alignment with Providence Restaurant Weeks through February 6, 2021.

Providence is known regionally and nationally as a unique food destination with a wide variety of offerings. Free two-hour parking will be offered in designated commercial districts throughout Providence. Two hours of free parking will be offered every day from 10:00 AM until 9:00 PM through February 6. Saving the Superman Building!

On Monday, February 1, Director of Preservation Rachel Robinson will be one of the speakers for Saving Superman: adaptive re-use for Providence’s skyline, presented by the AIA. In 2019, RISD’s Department of Interior Architecture joined forces with the Providence Preservation Society to explore the reuse of the Superman Building in the final semester of the MA in Adaptive Reuse Program. Equipped with data, historical context, opinions, ideas, and optimism, seven students engaged in immersive research and met with city planners, development consultants, local business stakeholders, and technical experts to design speculations for one of Providence’s—and Rhode Island’s—most urgent architectural, economic development, and public image issues. Learn more and register. Read our 2020 white paper on the Superman Building here. |

Fines and Fees Survey  6:00 pm

Open Doors & the Fines & Fees Working Group for the City of Providence are examining the impact of municipal fines & fees in the hopes of creating policy recommendations to create an equitable fine & fee structure for the city. In particular, Open Doors & the Fines & Fees Working Group want to understand the impact of those fines & fees who experience a disparate impact as a result, in particular communities of color, immigrants, & people experiencing homelessness. They are conducting surveys through a variety of methods who owe or have owed fines & fees to the Providence Municipal Court. In order to learn more about this project & to best assess if/how this project would be helpful to our neighbors, leaders of this project requested & SPNA has welcomed them to present information about this examination at a virtual meeting this upcoming Monday, February 1st at 6pm.

·         (22)  On 1/19 at 2248 hours officers responded to the 100 block of Chester Ave. for shots fired.  Police located a male victim who stated that he was the target of a drive-by shooting.  Multiple shell casings were located and two vehicles were damaged.

·         (23)  On1/21 at the 200 block of Thurbers Ave. A suspect was arrested and charged.

·          (32)  On 1/24 at 0316 hours officers responded to RI Hospital for a male victim with non-life threatening stab wounds.  The victim stated he was stabbed while parked on Reservoir Ave. possibly near Ansel Ave.
