[Summit] water pipe construction

Hi all,

It turns out they are going to be digging up our block (and others?), even though the water pipes were replaced within the last ten years. When I called, the explanation was that "they're going to put cement in the water pipes".

This sounded pretty weird, but here's some explanation that may help (fyi) --

This is the fourth project that has involved digging up our street in the past ~10 years: water, sewer, gas, and now water again. Sure wish they'd start burying the power lines, while they're at it ...
