[Summit] water pipe construction

Our section of 4th street never had the water lines replaced when most of
the rest of the neighborhood got them done, so I'm kind of looking forward
to it. I'm hoping it will at least bring our water pressure up to "meager"
from its current "pathetic," though I have no idea if the work they're
doing will have any particular impact there.
